State Employment First Efforts: Legislation (passed)

  • CO Employment First Implementation Legislation (passed): SB 18-145 passed into law in May 2018 to implement recommendations of Colorado’s Employment First Advisory Partnership, including staff training/credentialing, data collection, and supporting Discovery as a distinct service.
  • CO Employment First Legislation (passed): Colorado’s cross-disability E1 bill (SB 16-077) was enacted in June 2016.
  • Policy on Integrated Employment: Colorado Department of Health Care Policy and Financing – Services for Individuals with Intellectual and Developmental Disabilities Rule 8.609.9 (former Division for Developmental Disabilities rule 16.626) stating that integrated employment is considered the primary service option for adults day habilitation services and supports for individuals within I/DD. This was a long-standing policy prior to the passage of legislation (policy is on pg. 63).
